All district preschool programs shall comply with the rules and regulations established by the Department of Education and with rules and regulations related to child care centers established by the Colorado Department of Human Services and the Colorado Department of Health.

A child must be the requisite age of three years old on or before August 31 of the applicable budget year to be eligible for enrollment in any district preschool program unless the child is otherwise enrolled in the program pursuant to applicable law.

CHILDREN WITH DISABILITIES

In meeting its obligation to offer an individualized program for young children with disabilities at age three, the district shall provide an early childhood special education preschool program at no cost to students who have been identified as disabled pursuant to applicable law.

COLORADO PRESCHOOL AND KINDERGARTEN PROJECT

In addition, when the district receives funding from the state to do so, the district shall provide a preschool program as part of the Colorado Preschool and Kindergarten Program Act (CPKP) for three, four- and five-year old children who lack learning readiness due to significant family or individual risk factors, including but not limited to needing language development or receiving services from Moffat County Social Services as neglected or dependent children. The superintendent or designee shall appoint an advisory council that provides assistance and makes recommendations in implementing and coordinating a preschool program funded through and in accordance to the guidelines of the Colorado Preschool and Kindergarten Program Act. All enrolling three-year olds must lack overall learning readiness that is attributable to at least three of the significant family risk factors.

Parents/Guardians wishing to have their children participate in this program shall make application to the district. Participants then shall be selected on the basis of greatest need and thus regular preschool education shall be provided at no cost to the parent/guardian. Reapplication to the CPKP program is required each school year.

When the district receives funding from the state to do so, the district shall also include an extended or full day Kindergarten as part of the preschool program.

OTHER CHILDREN WHO WISH TO ENROLL ON A TUITION BASIS

In an effort to offer a well-rounded learning experience, the preschool program may be open on a tuition basis to students who have not been identified as disabled pursuant to applicable law or who are not eligible for the program otherwise. The administration shall develop admission and placement procedures which take into consideration individual child needs and space and staffing requirements.
