8130 School Board Powers and Duties


The Board of Education retains full legislative and judicial authority over the schools in accordance with the school laws and the expressed will of the electorate but delegates all executive, supervisory and instructional authority to the Superintendent of Schools who is held individually and directly responsible to the Board of Education for the execution of all its policies and legislation for such duties assigned to him by the Board of Education. The Superintendent of Schools further delegates responsibility to members of the staff as the proper performance of their duties may require.

The Board of Education is the policy making agency of the district. All policies of the schools must be either established by the Board or be in accordance with Board policy.

The Board of Education shall establish a code of policies which may be amended or revised by the Board to meet the exigency of changing conditions.

The Board of Education shall act to confirm the employment or dismissal of Administrators, Teachers, Nurses, and other Supervisory personnel upon the recommendations of the Superintendent of schools.

The Board of Education shall fix and shall pass upon all salary policy.

The members of the Board of Education shall pass on to the Superintendent general complaints about the school system. In receiving complaints, a Board member should not obligate other members of the Board of Education by predicting how they would vote on a matter.

The Board of Education shall exercise the authority to contract services and materials in accordance with schools laws; call for bids on purchases of substantial quantity, on a major capital outlay, and other items appropriate for bids.

The Board of Education shall hold the Superintendent and his staff responsible for the operation of a the schools and as such, the Board, or any member of members of the board shall not direct the administrative or operational technique.

The board shall approve the annual budget submitted by the Superintendent of Schools who is charged with the responsibility of its preparation.
