STUDENT HANDBOOK
The policies and procedures contained in this handbook are designed to help students realize their personal goals and to establish a positive school climate ensuring a successful school year. The handbook has many purposes and can be used by the student as a planner, an organizer and as a source of information. The teachers and administration will also use the handbook as a hall pass and as a method to help students experience more success in planning and organizing education goals. Each student will be given a handbook the first day of attendance, but if it is lost, a student must report to the office and pay a replacement fee of ten dollars ($10.00).
STUDENT BEHAVIOR
Students at Moffat County High School share in the mission
of our school and must be responsible partners in the their own education. In an effort to successfully accomplish
this goal the policies for behavior, attendance and other information are described
in this handbook.
BEHAVIOR THAT WILL NOT BE TOLERATED on school
property, school buses, or at school functions, and will result in suspension and/or recommendation for expulsion. In addition, immediate invocation of the Citizenship Policy will be applied when students are participants in school-sanctioned activities. Certain behaviors, which occur off school grounds, may also be subject to this policy.
A. Fighting and/or violent behavior
B. Verbal or physical harassment, bullying, intimidation, threats, or hazing
C. Sexual harassment to include unwelcomed touching
D. Flagrant disrespect for or defiance of school staff
E. Possession or use of a weapon
F. Defacing or destruction of school property
G. Possession, use, and/or being under the influence of alcohol or illicit drugs
H. Theft of private property or school property
I. Profanity directed toward other students, school personnel or visitors to school
J. Unlawful or unsafe acts
K. Threats of violence
L. Failure to serve administrator/dean-assigned detention
M. Any behavior that seriously disrupts the educational environment
INAPPROPRIATE BEHAVIORS AND CONDUCT In an effort to promote and ensure a safe, effective educational operation, the following will not be allowed at MCHS. This list is not intended to be all-inclusive:
A. Use or possession of tobacco on school grounds or at school functions
B. Lying to school officials
C. Academic dishonesty (cheating, plagiarism, or unauthorized
collaboration on written work)
D. Being Out of Bounds or in an unsupervised area any time
during the school day
E. Failure to serve teacher-assigned detention
F. Chronic tardies
G. Vulgar language
H. Disrespect or defiance of school staff
I. Dress Code Violations
J. Loitering (Òhanging outÓ) in the parking lot or on school grounds
before, during or
after school
K. Engaging in unsafe activities to include, but not limited to, horseplay, pegging, and throwing or kicking snow with or at other students on campus.
L. Unsafe operation of a motor vehicle on or off school grounds.
DISCIPLINARY VIOLATION STAGES (See Inappropriate Behaviors and Conduct) Stages are progressively applied for all disciplinary violations. Stage Six will be repeated for any subsequent violations beyond that stage. When administration deems it necessary, a hearing may be scheduled to consider extended-term suspension or expulsion. At every stage, parents/guardians will be contacted.
Stage One: First disciplinary violation - 3 hour Detention (Saturday School)
Stage Two: Second disciplinary violation - One day of In-School Detention
Stage Three: Third disciplinary violation - Two days of In-School Detention.
Stage Four: Fourth disciplinary violation – One to two days of Out-of-School Suspension. A written Behavior Support Plan is required. A meeting to include student, parent/guardian, and a building administrator is required. The student shall not return to school until the required meeting has occurred. In the event the parent/guardian is unable to attend, a building administrator may grant the student permission to return to school. Note: Step One of the Òhabitually disruptive studentÓ.
Stage Five: Fifth disciplinary violation – Two to three days of Out-of-School Suspension. Note: Step Two Òhabitually disruptive studentÓ.
Stage Six: Sixth disciplinary violation – Five days of Out-of-School Suspension. Note: Step Three Òhabitually disruptive studentÓ.
INAPPROPRIATE BEHAVIOR RELATED TO ATTENDANCE
This list is not intended to be all-inclusive:
A. Truancy
B. Leaving school during the school day without a Blue Pass
C. Chronic tardies
ATTENDANCE VIOLATION STAGES (See Inappropriate Behaviors Regarding Attendance) Stages are progressively applied for all attendance violations. Stage Six will be repeated for any subsequent violations beyond that stage. When administration deems it necessary, a hearing may be scheduled to consider extended-term suspension or expulsion. At every stage, parents will be contacted.
Stage One: First attendance violation - Assigned detention - One hour for each class absent. Student will make up the time during Saturday School.
Stage Two: Second attendance violation – Assigned one detention (Saturday School) plus the student will need to make up the time that he/she was truant. The studentÕs dean will determine the date and time for make up.
Stage Three: Third attendance violation - One day of In-School Detention.
Referral to counselors for follow-up intervention is required.
Stage Four: Third attendance violation - Two days of In-School Detention. A written behavior support plan is required. A meeting to include student, parent/guardian, and a building administrator is required. The student shall not return to his/her regular classes until the required meeting has occurred. In the event the parent/guardian is unable to attend, a building administrator may grant the student permission to return to classes.
Stage Five and
beyond: The dean and a building
administrator will determine the consequence.
EXPULSIONS (MCSD Policy No. 5420)
A student shall be expelled for:
A. Carrying, bringing, using or possessing any dangerous or deadly weapon in any school building, on school grounds, in any school vehicle, or at any school sponsored activity without the authorization of school district personnel.
B. Declaration as a habitual, disruptive student (C.R.S. 22-33-106).
C. The sale of a drug or controlled substance on or off school property.
D. Commission of a robbery or assault, on or off school property, as defined in the criminal code.
