Minors must also keep and submit a log of at least 50 hours of driving experience,
10 of which must be night driving.
New License Restrictions as of July 1, 2005
Regardless of when you got your license,
if you are under 18 you cannot drive a vehicle carrying a passenger under 21
unless you have held your Driver's
License for at least 6 months. And, you cannot drive a vehicle carrying
more than one passenger under 21 unless you have held your Driver's License
for
at least one year.
Exceptions to carrying passengers:If your parent or guardian is in the
car with you, or
If there is an adult passenger in the vehicle, 21 years of age or older,
who has a valid license and has held a Driver's License for at least one
year or
If the passenger under 21 needs emergency medical assistance, or
If the passengers under 21 are members of your immediate family and they
are all wearing seatbelts.
So, if you were issued your license on January 1, 2005, on July 1, 2005,
you would be able to carry only one passenger under 21 but no more than one
until
January 1, 2006, unless you meet one of the exceptions above.
There are also new restrictions on the time of day that you can drive. If
you are under 18 you cannot drive between the hours of 12 midnight and 5
a.m. unless
you have held your Driver's License for at least one year
unless your parent or guardian is in the car with you, or
unless there is an adult passenger, 21 years of age or older, in the vehicle
who has a valid license and has held a Driver's License for at least one
year, or
unless you are driving to school or a school-authorized activity and the
school doesn't provide transportation. You will need a signed statement from
the school
official showing the date of the activity, or
unless you are driving because of employment; you must carry a signed statement
from your employer verifying your employment, or
unless you are driving because of an emergency, or
unless you are an emancipated minor but your parent(s) or guardian(s) have
not canceled your license.
Monday April 23, 2007, SB07-077 became law. With this new law, a minor who
is fifteen years of age or older, and has completed, and passed a department
approved driver education course within the last six months may apply for a
minor’s instruction permit. Students must have completed, and passed
the 30 hour classroom portion of an approved program within the last six months
to be eligible for their instruction permit.
Any minor that is under the age of
18, who receives their original instruction permit on or after April 23, 2007,
must complete the six hours of behind-the-wheel training
before they can be issued their driver’s license. The six hours of behind-the-wheel
training must be completed by a driving instructor employed or associated with
an approved driver education course. A multi-part conditional provision in
the bill was made for the outlying areas of the state. Those conditions are:
1. If no entity offers approved behind the wheel driver training at least twenty
hours a week from a permanent location with…
2. An address that is within thirty miles of the permit holder’s residence,
then…
3. A minimum of twelve hours of driving behind the wheel training directed
by a parent, legal guardian, or an alternate permit supervisor shall be done
in addition to the log sheet requirement.Any minor under the age of 18 who
gets their original permit after the effective date of this law must complete
the behind the wheel training before they can be issued their driver’s
license. Minors who are 16 or older can still apply for their instruction permits
without taking any driver’s education or driver awareness program.

Why take Driver Education?
Safety:
According to the State of Colorado the accident rate for 16 year olds is over
2.5 times as high as for 18 year olds and that rate doubles at night. Over 30%
of teens are involved in at least one accident during their first year of driving.
Teenagers who take Driver Education:
Get fewer tickets. Are more likely to wear their seatbelts. Are less likely to
drink and drive.
Professional Instruction:
Driver Education helps the parent teach the student a difficult skill that is
necessary for everyday life.
Licensing sooner:
A student who takes an approved program can obtain a Learners Permit at age 15
years and get a license at 16 years instead of waiting until 16 years to get
a permit.
Insurance Reduction:
Many of the insurance companies in Colorado offer a reduction for students who
have taken Driver Education. Contact your agent.
.5 MCHS elective credit:
Students who complete both phases of the Driver Education program will receive
a MCHS .5 elective credit.
